The Ghana Revenue Authority (GRA) has banned the storage of some selected items imported and kept in Warehouses as it begins the implementation of a new warehousing regime.
The items include canned tomatoes, alcohol, lead acid batteries, cooking oil, canned drinks, canned fish, cement, Lime, paints and chalk.
This means that importers of the banned products can no longer keep these goods in customs bounded warehouses.
Implementation of the new warehousing regime began November 1, 2018.
The old warehousing policy gives importers who do not have funds readily available to clear their goods from the ports, the opportunity to raise funds while their products are kept in government warehouses.
However, the new regime will mean importers of the said products would have to pay duties and taxes on their goods upfront.
Commissioner General of the GRA, Emmanuel Kofi Nti, told Citi Business News that the latest decision is as a result of abuse of the system and the delays in the payment of taxes.
He said “to forestall some of the challenges we have in that area, and to allow for level playing field for importers, going forward we are not going to allow some products to be warehoused. There have been lot of abuse in that area.”
He said the move is to ensure proper accountability and discipline in that area.
“The products listed are those we have problems with and going forward we want to minimize the challenge we face from that area. Importers of the above mentioned products would now have to pay upfront the duties on their goods.”
“The customs bounded warehouses belong to private individuals but they are used by government as part of implementation of the policy,” he said.

La personne doit également avoir des notions de psychologie afin de déterminer la part de sorcellerie et celle de troubles psychologiques fréquents chez les patients. Il doit : être en capacité de lire le Coran, croire avec certitude au Coran, être empreint de piété, connaître les pièges et les caractéristiques du diable et des djinns, connaître la méthode prophétique de la « roqya », disposer de connaissances de base en psychologie, avoir la conviction que le succès de sa thérapie dépend de Dieu. A l’exception de la première exigence, il semble difficile de vérifier les autres conditions dans le cadre d’un entretien téléphonique avec une personne que nous n’avons jamais rencontrée, même si elle se présente sous le titre de « cheikh » ou d’un imam. Par conséquent, ces conditions soulignent une première limite quant au recours à la « roqya » par téléphone. Par ailleurs, à l’instar de tout médecin, le soignant doit, avant de prodiguer des conseils ou une médication, procéder à une consultation. Ces affaires sont révélatrices des maux les plus profonds qui touchent la communauté musulmane. Par ailleurs, comme l’ensemble des rites islamiques (hajj, halal, pompes funèbres) censés nous rappeler les limites qui déterminent la voie vers Dieu, nous constatons que leur marchandisation trahit de plus en plus leur vocation première. Suffit-il qu’un interlocuteur se présente à nous comme un « cheikh » ou un imam et qu’il nous propose une « roqya » gratuite pour l’accepter aussitôt Ne devrions-nous pas tous nous interroger sur le fait qu’il y ait des musulmanes et des musulmans aussi isolés et aussi ignorants de leur propre religion pour être trompés aussi facilement ?
